Almost $2 million available for low-income households affected by August 2018 floods

Low- and moderate-income households in Monroe and La Crosse Counties may be eligible to receive money for home repairs related to the August 2018 floods thanks to a partnership between the State of Wisconsin, La Crosse and Monroe Counties, and Couleecap, Inc.

On behalf of the affected areas, La Crosse County received Community Development Block Grant – Emergency Assistance Program (CDBG-EAP) funds to assist La Crosse and Monroe County residents. Residents must meet income requirements, and the dwelling in question must be their primary residence.

Couleecap, Inc will work directly with homeowners to help distribute the funds, which are grants for the repair, restoration and/or replacement of housing elements. Some of the eligible repairs include furnace replacement, water heater replacement, well and sewer repair and replacement, and the repair of structural components such as drywall and flooring. Other items may qualify as well. Grants will only be provided to repair or replace items directly related to damages incurred during the August 2018 floods.

All households must provide documentation of any insurance claims. Funds are available only for those items that have not already been paid for by insurance. Original receipts for work that has already been completed may be submitted for reimbursement. Homeowners in La Crosse city limits are not eligible for assistance through this program.

Households who participate in the CDBG Emergency Assistance Program must have a gross household income of less than 80 percent of the county median income to be eligible for funds. In Monroe County, a single person can earn up to $38,000; and a family of four can earn up to $54,250. In Trempealeau County, a single person can earn up to $40,550 and still receive a grant; and a family of four can earn up to $57,900.
