About Skills Trainings
WISCAP provides an annual menu of trainings to help member agencies meet the Organizational Standard and CSBG requirements. Members co-develop the annual training plan in partnership with the WISCAP training committee and Wisconsin Department of Children and Families.
From Community Action 101 to facilitating your next Strategic Planning process WISCAP staff can offer a wide-range of options to deepen your boards understanding of their unique roles and responsibilities.

Community Action Skills Training
WISCAP’s OMB Uniform Guidance Training
Having strong internal controls and understanding the rules governing how you can and cannot spend federal dollars are keys to fiscal management and overall compliance in your organization. And the regulations have changed! Review the regulations you need to know to stay in compliance through examples, stories and best practices facilitated from trainers with years of auditing and consulting experience. You won’t just explore the regulations but, more importantly, you’ll take home tips on how to implement them in your organization immediately. Professionals new to the organization, as well as professionals who have been there for decades, will benefit from this two-day review of the administrative and cost principles/allocation sections of the Office of Management and Budget’s (OMB’s) 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (also known as the “Uniform Guidance”). Wipfli has facilitated training to over 20,000 grant-funded leaders since 2020 with evaluation scores of “very good” and “excellent” across the board.
WISCAP Advocacy Day Training April 8, 2025 10a – 4p, Olbrich Gardens, Madison, WI
Join us for an informational session to learn the best practices for visiting legislative offices, advocating for your agency and its programs and what is considered lobbying and what is not. Additionally we will be joined by legislators and members of the Governor’s Office who will share their own experiences with office visits and what they feel is the best way to be an advocate. To close out the day, we will hear from WISCAP’s Executive Director, Courtney Hayward on how Local GOvernment Advocacy is a powerful tool for organizations seeking positive change within their communities.
Region V New Executive Director Orientation
Serving as a Community Action Agency (CAA) Director is a big responsibility. This multi-session program brings together new directors from across Region 5 to explore critical topics such as fiscal management, board governance, ROMA, and many other topics. Training Sessions are held in April and October each year.
WISCAP will send training notices to all CAA Executive Directors.
Management & Leadership Conference
January 29-31, 2025 | New Orleans, Louisianna
NCAP’s Management and Leadership Training Conference (MLTC) is targeted to board and staff leaders at Community Action Agencies. In addition, Weatherization providers and other nonprofit human services are welcome to attend and engage.
The event will feature intensive training, structured roundtable discussions, and networking opportunities. Whether you’ve been leading and managing for years, or you’re looking forward to that promotion into management, you’ll become your best at NCAP’s Management and Leadership Training Conference!
CSBG Organizational Standards Bootcamp
This full day training offers CAA leaders a deep dive into the CSBG Organizational Standards and best practices.
CSBG Community Needs Assessment & Reporting
WISCAP coordinates statewide training and offerings to aid members in the implementation of their community needs assessments and reporting findings to DCF.
Executive Director & Board Chair Symposium
The National Community Action Board Chair/Executive Director Symposium is an opportunity for leaders to come together in pairs over the course of a day and a half to learn, plan, and re-energize around the impact and values of Community Action.
Certified Community Action Professional (CCAP)
Members interested in obtaining a personal CCAP credential can join study groups with other region 5 CAA leaders.
CAPLAW Conference
May 28-30, 2025 | Boston, MA
The CAPLAW annual training conference brings together leaders of Community Action Agencies and other grant-funded organizations across the country to navigate the legal and governance challenges they face as they deliver essential services in their communities. The conference is three packed days of learning from attorneys, accountants, network leaders, as well as your peers to increase your organizational capacity for effectiveness and accountability.
NCAP 2024 Annual Convention
August 27-29, 2025 | Detroit, MI
The annual convention is the national meeting and conference for all Community Action Agencies their staff, board, and stakeholders.
National Community Action Foundation Annual Conference
March 10-14, 2025 | Washington DC
NCAF’s annual conference in Washington DC brings together Community Action Agencies (CAA) to share expertise. Embedded into the conference is a legislative breakfast and hill visits to bring attention strengths and contributions of the Community Action Network.
Whole Family Approach Institutee
This two-day convening provided workshops designed to help Community Action Agencies reach the next level in their Whole Family Approach innovation journey, as well as time and space for team building and action planning.
ROMA Training
ROMA Board Training
WISCAP has developed a 15 minute ROMA training course for Board Directors to use as an annual refresher. Member agencies can view the training on YouTube or via the WISCAP website.

Intro to ROMA
This free one-hour webinar is a great way to introduce your new staff and board directors to the basics of the ROMA framework.

ROMA Certification
Ensure your team is ROMA certified by attending this full day training. WISCAP offers members both an agency-focused and access to this nationally recognized offering which covers the basic tools and approaches to implement the ROMA processes at your agency.

ROMA Implementer
A ROMA Implementer (NCRI) is often a member of the agency’s leadership team who is responsible for managing the ROMA process. The ideal person should have good oral and written communication skills and have at least 12 months of experience with Community Action.

ROMA Trainer
Building upon the implementer training, a ROMA trainer is able to implement the official ROMA training. The ideal person should have training skills and experience in providing trainings. The person should be someone who is interested in sharing information about ROMA to the Community Action network.
